As of New Light, which is also when Shadowkeep launched, the Tower social space was immediately available to all players both new and old. Prior to this the Tower was available only at the end of the Red War campaign, and until that time the Farm served as the social space for all players working through the Red War campaign. In summary, there's currently no new social spaces to unlock as both the Farm and Tower are available to all players at all times.
