I bought dlc on my PlayStation account, can I play the dlc on my pc?
It looks like I'll have to pay for the dlc again but that seems criminal.

DLC/Expanions (Forsaken/Shadowkeep) is tied to the platform manufacturer, so if you want to play Shadowkeep content on your PC, then you will need to purchase it again on Steam or Stadia, whichever is your platform of choice. You need to purchase the DLC on the platform you intend to play on. DLC has been this way for years and is not just Destiny.

Yes..just as if you buy call of duty on ps4, you would have to buy it on pc as well if you want to play it on pc

DLC licenses are linked to the platform and are not transferable. This is a platform issue, not something Bungie controls.
