Most mods randomly drop from rank up packages from Zavala, Shax, and Banshee 44 in the tower. Sometimes you get one and sometimes you don’t.

Yes correct, prior to SC, banshee sold the mod every now and then. So just keep checking his inventory everyday and see if it pops up, as well, as random drops from other vendors now

I just dropped a random weapon with counterbance stock on it, if I dismantle it will I get the mod permanent?
