The Outlaw perk is currently having difficulty "recognizing" precision-kills executed by hip-fire. I've tested this out hundreds of times and the results are fairly consistent. I've verified through sound-queues and critical-damage numbers that kills are precision rather than standard. Among these confirmed precision kills, outlaw is only "activating" about 5-10% of the time. This makes any gun with Outlaw and Hip-fire pointless. This wouldn't be a problem if guns didn't drop with these combined perks. But they do. In fact, I can bet you that 25% or more of guardian's best Duke rolls all contain these two perks. Please up-vote if you have experienced this same issue.
