The Fallen are only here to reclaim the Traveller. Under threat of destruction from the Cabal, it would not be outlandish to theorize that the Fallen may return to aid humanity, especially since nearly all of their leadership has been wiped out.

As the grimoire states, they left. If they were going to aid us, they wouldn't have burned all their stuff and fled. If they do return, it'll be under someone else's banner, and as the Reef 4 grimoire suggests, that would be Prince Uldren.

All they burned were their own flags. I just think they didn't want to be around when the Cabal came around

Their symbols have great meaning to them and are used to identify their allegiance, their House. If they were simply running before the Cabal came, they would have taken as much as they could. They wouldn't abandon their House symbols. Why go through the effort to burn their House symbols? As the Reef 4 grimoire says, Prince Uldren is out on a mission to unite the Fallen under his command after we've destroyed all their leadership. If they burned their flags, that means they are abandoning the Houses. That suggests they're regrouping under Uldren (supposing he is successful). I don't think they are just fleeing. What do they have to fear about the Cabal? There's no lore suggesting they fear them or anyone and Prince Uldren's efforts can't simply be ignored as not having any effect.
