Overwatch: how would you nerf Bastion (if at all?)

No doubt that many players find him to be a bit OP, but nerfing him would be far more difficult than many people seem to believe. What sort of nerfs would you give him to perhaps make him more fair, without making him worthless? Some of my suggestions:
1: limit his turning radius. Before, when bastion had a shield in turret form, he was only able to look around in 180 degrees, leaving his back as a major weakpoint. When they removed the shield, they gave him full 360° turning. If they limit him back to 180°, taking him out would be easier as you could get close and kite around him to deal major damage without worry. Getting behind him would still be a challenge at times, but not impossible as it is now. 2: give his gun a wind-up time. Pretty simple, make His gun have to pick up speed before firing. This is a common mechanic used for miniguns in many games, and gives players a small chance to do some damage in-between firing. Do not nerf his damage, as it is meant to be punishing and currently is. But give players some ability to move if they are quick enough. 3: adjust self repair I do not want to see his repair removed, however it can be adjusted a bit to make it a little more situational. Make the time it takes to stop repairing and start shooting again a little longer. Perhaps add a mechanic similar to tolbjorn's scrap mechanic to limit how much he can repair at any given time (it can recharge slowly, and be boosted with items dropped by fallen enemies). This would also force a bastion to leave his comfort zone occasionally to increase survival rate. 4:Increase time it takes to reconfigure. I feel he can is actually not as stationary as he could be. I think they should increase his time to reconfigure to about 1-1.5 seconds. His ult should be unaffected. This would make him a little less versatile at any given moment, and would prevent a bastion from switching as soon as he sees you to kill you in a second (though decreasing the field of view alone might do this well enough.) 5. Limit characters. No doubt it is incredibly fun to have full teams of a certain classes. However the only time most balancing issues for me up is when multiple of the same character is used by a team. We know overwatch will launch with both a competitive and a social playlist. For that reason, I believe that character selection should be limited to 2 of a kind in competitive. No limit on the social playlist, of course.
