-takes place without any possible character interference.
-this is dc physics, so faster than light travel is possible
-they are both out to kill and fighting seriously

Edit 3: try to elaborate. Don't just say a name, explain why. Also only 3 I have seen can win. Thanos with IG without reality gem. Ditto with ha and scarf. Some other guy that starts with m can't remember, but it is essentially the same as ditto. And Danny devito as the trashman

DIO is a vampire with possession of a, "stand" which is an extension of his own spirit that cannot be seen, touched, or harmed by anything without a stand, but it can interact or damage everything. Even though the stand is shaped like a human, it can manifest any part anywhere within a certain range of the stand user. This includes acting like a layer of armor for the stand user, or bolstering their durability to take damage from other stands. So in terms of defense, the Flash can't even harm DIO In terms of offense DIO's stand, The World, has two major abilities. One is his punches, which have comparable power to Superman's, and can punch at FTL speeds. Second his the stand's ability to stop time completely for 9 seconds. I did the math and 9 seconds of light speed punching would allow for 2.8 billion punches. I think at that point Flash would probably be dead. Not sure if any of those abilities qualify as reality bending. I'll let you be the judge.

No offense but with this very specific rule set , I'm pretty sure Flash is unbeatable which is the point of the argument you are trying to make. Unfortunately for you , comic book writers frequently change the rules of their own Verse to suit which ever hero they are writing for to make him/her "OVER 9000!"
