Correct - Fusion Rifles don't have hitscan because they have projectile travel time. As you say, you need to lead a target. This makes them inherently more difficult to be successful with, only by looking at their individual properties. Ever considered which Primary Weapons the Special Weapons have to deal with? At close range (i.e. everything that isn't a Sniper), you have to deal with The Last Word, the ubiquitous weapon that tops the meta time after time. Unless you're adept with a Sidearm or your opponent is brain-dead, that's a death sentence. What do Snipers have to compete with? High-Impact Scout Rifles of which there are only 3 in TTK (4 counting Jade Rabbit, but I'm on Xbox) and almost no one uses them. The only true danger to a Sniper is, well, another Sniper. If you try and press a Sniper such that they are within range of a Shotgun or a Fusion Rifle, they have a long time to comfortably stare at your head before you pose any threat. Even if only a small percentage of players are capable of using a Sniper up close, that still invades Fusion Rifle and Shotgun range, but the other way around, absolutely no one endangers a Sniper with one.
As a side note, when you say "roll with a Shotgun", can I take a wild guess that it happens to be the free Conspiracy Theory-D with Rangefinder that removes the need for any grind whatsoever?
