PoE can drop them after completion, even after the lvl 28 one is done.
But only from the Queen's Chest, which you need a key from either Petra (you get one a week for doing one bounty from her) or from a small chest after completing PoE.
Also, Xur sells Legacy Engrams for 31 strange coins. That is also a way to acquire the PoE exotics.
They only come from the Special Legacy engrams.
And if anyone tries to say otherwise, they're morons.
I bought a legacy from Xur last time he sold them (last weekend) and it gave me Lord of Wolves.
I'm still trying to get Queenbreaker's Bow.
It and Vex Mythoclast are the only exotic weapons I'm missing.
(But you can't get Vex or Necrochasm from a Legacy engram. They are only acquirable from their Y1 sources. VoG or CE)

Petra no longer gives a guaranteed key for completing a bounty each week, only a CHANCE for a key. :( I'm running under 50% in the Petra lucky key sweepstakes. Got one last week, not this week. Before last week I didn't get one for 3 weeks straight. :(

That's odd. It's supposed to be guaranteed one per week per account after the first bounty. I wouldn't doubt if it was bugged, honestly, since a lot of things end up with minor to major bugs. This one id say is just a minor inconvenient bug.

It was guaranteed before the Dec. update, but now it's glitched.
