Because it's a PSA and so is pinned near the top. There's nothing wrong with the system.

It is in the weekly updates as well. It is here so that people who check the forums and nothing else can see the message as well. It doesn't hurt anyone. So what exactly is your problem with it? You seem to just be looking for an argument, seeing how you try to insult anyone who responds to your question with a reasonable explanation. But since it evidently makes you feel better, feel free to continue insulting people while hiding behind the anonymity of the Internet.
