Yes we can while to many has improved over the previous title it is by no means outstanding and there are many games out there far worthier of GOTY status. To be honest I would be surprised if it didn't go to Batman Arkham knight or The Witcher 3. If I was to say more recently released games is say Fallout4 or Tomb raider.
