[i]To[/i] is a versatile preposition. A few of its many definitions are (1) toward, (2) reaching as far as, and (3) until.
[i]Too[/i] is an adverb meaning (1) additionally, (2) excessively, (3) very, or (4) extremely.
Whenever you’re in doubt about whether to use [i]to[/i] or [i]too[/i], see if any synonym of [i]too[/i] (i.e., additionally, extremely, etc.) would work in its place. If none fits, then [i]to[/i] is probably the word you’re looking for.

When you actually don't give a crap, it's I COULDN'T care less. So many say 'I could care less'. Means you have to expend some effort to give less a damn about thing thing you're trying to say you don't give a damn about.
