Xur engrams need to be coded to be more likely to give you something you don't have. I bought a good amount and got the same three or four ones I already had acquired in year one. (No I didn't buy legacy engrams) It's BS that engrams aren't likely to give something new, that's what makes them fun. It's not fun and enjoyable to get ones you have already gotten.
