You must complete all the quests that can be picked up from Petra Venj and Variks. The Taken War: Petra (Pre-Requisite, from Petra Venj) Lost and Found (From Petra Venj) The Wolves of Mars (From Variks)

6 RepliesAfter you kill the rebirth of Sepkis Prime special mission on Mars, given by Variks, you should be able to talk to Petra who'll have the weapon. That's how I got mine anyway.

I believe there are two quest lines from the reef. One from Petra and one from variks. You need to complete both of them :)
