If they were working as intended, then why did Bungie immediately post on the forum saying they are not, and indicating a near future nerf is incoming.

Actually, it was bungie saying they were working fine, use up all of the coins now so you can't use them later.

They did what the are supposed to do. The rates were too high, but it was intended to increase drop chance.

But they weren't intended to drop THAT high.
