Now I can see there are quite a few people that are not too thrilled about most of the content being locked with The Taken King. I haven't played yet, but looking through the boards, I see that in order to obtain specific items and levels, you will need to lay out the $40 for The Taken King. Although I can't say I agree completely with this decision on the game, here's why it makes sense.
For those people that can't afford it currently, the simple solution here would be to save up and purchase it rather than complaining about it. Although I'm sure with enough bickering, Bungie may wind up releasing a few things to the public or eventually down the road, everything will be available for free, but that's how it's always been for games to maintain their replay value and keep gamers involved. If anyone remembers Bungie's Halo 3, they released map packs that were required to play specific playlists and I'm sure a multitude of gamers were upset about that as well. Funny thing about that is that some of these maps even became available for free later down the road and the playlists were available to everyone. This content is a privledge, not a requirement or a "right." Game developers need to make money to sustain the servers the game is being held on, to enhance the game with updates and more content, and even keep the developers motivated to bring the game to new heights and even create other games.
I feel that a lot of that is either missed or not thought of when we purchase content. It's like paying for someone to do your lawn, paint your house, or whatever you pay for on a daily, monthly, yearly basis. The money isn't in greed or to get anyone to FORCE you to pay for it. For those that want it and can afford it, we purchase the content and this supports Bungie to continue making more DLC and updates. Exclusive content should be given to those that have paid for it, not to those wanting things for free and wishing it was available to the public. I can agree to an extent that at least the Level 40 change should be pushed to all players, but for any gamer out there, we know that it isn't always that way (*cough* Blizzard *cough*).
In conclusion to this long rant, if you can't afford the DLC and want to complain about it, then keep complaining. However if you want to play and get the content that you wish to play with, save up money and go purchase it. If you don't have a job, then it's time to find one and if you're too young to have a job, I'm sure there's some way to obtain $40 to purchase the DLC if it's really that important to you. If it's not that important to you, then I'm not sure why most of you are complaining.
With that being said, I'm going to choose one person to send $41 via PayPal (to compensate for tax and PayPal fees and pay for their "The Taken King" DLC. No need to beg and ask, but I will choose someone that doesne't have it randomly across the boards or maybe in this thread. I haven't decided yet.

TL;DR - Stop complaining, save up money to purchase the DLC, and I'm giving one lucky person the DLC via PayPal funds (or however I can do it).
EDIT: I've been doing more research. If you wish to bash this thread, please read through all of the comments. I do agree with everyone being upset about things being taken out that were once available in the past. Also with this current content apparently once being rumored as part of the game and now being broken up into DLC. I do get these points, but some of the posts and threads I've read are quire silly.

If you didn't buy the map packs you couldn't play the playlist that had those specific maps, BUT all previous PvP playlists were left untouched and were all still available to play. Now that the TTK dlc released I can't adjust the difficulty on a story mission! I can't go to the cosmodrome pick out a mission and turn the difficulty up, they removed that option for anyone who doesn't buy TTK. I can assure you that Halo 3 didn't remove Legendary difficulty when I didn't purchase a map pack. I can agree that I don't expect to get the new strike and raid and actual NEW content for free, but they went way too far.
