I got mine from the PoE chest (Proof: Different Stats). But those who bought it from Xur, earned it as much as anyone. Them Strange Coins just doesn't appear out of nowhere.

Another way to earn an exotic is from buying it from Xûr. You worked and got strange coins to spend to buy something. What part do you not get of RNG? Random Number Generator meaning it's RANDOM.
