Now, why do you propose that the Fallen can defeat the Covenant? What do you base that assertion on?

Up to that point none of us really thought the fallen could do anything against a world changing, time manipulating enemy. Yet, with skolas, they blew the vault door open, stole the power of the oracles and decimated any vex they saw. My reasoning being, if they were put up against the covenant they would band together (devils, wolves, winter, kings, and exile). It took only the wolves to overpower the vex. Plus, the fallen have pretty similar weapons and some that the covenant dont have and vise versa.

Your reasoning makes sense if you only consider ground-based engagement. Unfortunately for the Eliksni, they can't hope to compete with the Covenant's naval power. The most powerful vessel the Fallen seem to possess is the standard Ketch, and they're absolutely puny by Covenant standards. Looking at a Ketch, I'd say it's probably 1/2 to 3/4 the size of a CCS-class battlecruiser, but that's just a rough estimate. They also don't appear to have any type of energy shielding, so a single Covenant energy projector would gut a Ketch. It's important to remember that Fallen are little more than pirates and scavengers, while the Covenant is a full-fledged interstellar empire. They have access to vastly greater resources than the Fallen. And the Covenant have encountered space pirates before in the form of Jackals, so they have experience in dealing with a species that's very similar to the Fallen in their practices and tactics.

This is very true. That thought hadn't crossed my mind. But, as you said, the fallen are scavengers and pirates (for the most part) so whats keeping them from stealing covenant tech?

This is what I'm talking about. There are a lot of variables to consider. Mainly because we dont know where this is going. Whats keeping rasputin from wiping out the covenants to begin with?

Like I told other people, Mendicant Bias makes Rasputin look like Windows 98. -UNSC AIs attempt to hack Rasputin, providing a formidable foe to distract him. -Flood corrupt Rasputin via logic plague. It's what they did to corrupt Mendicant Bias, and Rasputin would fare even worse. Edit: I'm questioning Rasputin's ability to destroy or even damage some of the larger Covenant ships, like the Assault Carriers and Supercarriers, which were 5 kilometers and 28 kilometers long respectively.
