The reason I'm worried about ToO
Imagine your in the second round.....right at start a agile golden gunner runs to intercept you near spawn. Triple Kill. Another hunter picks up his orbs and the process begins again.

I'm thinking it's more likely that people will hide until the time is almost up every round over and over again resulting in the slowest gameplay ever.
