Here's a new crazy theory. Since week 24, Xur has not sold a repeat. Could he be cycling through everything available to him before HoW?

Update to the crazy theory. There are 4 pieces of armor per each class and 9 weapons that would need sold without repeat to validate this theory. The 9th week is the week of May 22, the same week HoW is suppose to be released on. So in conclusion Ghorn on May 22.
