Have you been through the nightfall? If not, add: Le-Bonne-Vie on PS4 (if you are on PS4 scan over my comment below). I can push you through it and hopefully you get some better gear that can get you higher or I can help push you through the Normal Crota Raid to increase your chances of getting multiple pieces of gear to become 32.

Do bounties to raise your vanguard rank, earn marks by completing ROC strikes. Buy newer gear from your vanguard master. Get a friend to carry you through the weekly and nightfall.

I had the same problem when I started playing destiny,I was stuck at lol 27 for a long time. If I were you get the dead orbit emblem do strikes, bounties and some crucible if you do that in less than a week you can get all the gear from dead orbit. This is the method I used and it worked

Do vanguard roc strike playlist. Cap your vanguard marks for the week. After you have enough marks. Purchase leg armor. Do not break it down right away. Fill out all the xp bumps by equipping the armor when you turn in bounties. You do not have to spend the glimmer or the materials to purchase the upgrades. Once the xp bumps are all filled out, break it down for more ascendent materials.

Just light level bro so levelling up factions vanguard and crucible ranks are key. Then you can get armour with good light level. Then you level up that armour piece as much as you can so you will have high light level. also get exotics from xur with high light level and level those up.you should be around 29 maybie then you can do daily's at 30 for shards to level up that armour easier which will get you level 31 if you can level up faction crucible and vanguard armour almost fully levelled up I'm pretty sure (guaranteed with full light level of that armour will be lvl 31). Then you will need raid gear for 32
