That is literally a bs adjustment and I’m sure you know that.
So what are Titans and warlocks giving up on Transversives and Dunes? Got to be fair when making bs changes.

Well they have a sprint speed requirement for their secondary benefits. Warlocks even have a cooldown for Icarus Dash. Neither are 100% uptime, and neither are as good as Stompees.
Well they have a sprint speed requirement for their secondary benefits.
All three have this at 100% uptime.
Warlocks even have a cooldown for Icarus Dash.
Icarus dash is not a comparison. Therefore has no merit in this discussion, as I asked about your nerf to Transversives and dunemarchers to balance out your ridiculous cooldown you want to add to a passive exotic.
Neither are 100% uptime, and neither are as good as Stompees.
All are 100% uptime on their primary effects which are enhanced mobility. You cannot spin this part. The only things that are not are the instant reload to mag simply by sprinting, and the melee chain effect that is still broken as f, but requires a melee charge. Hunters do not have an effect on Stompees that are an equivalent to this. So this whole idea of implementing a cooldown on Stompees literally makes absolutely no sense, because they do not alter anything aside from making their inherent jump/sprint/slide abilities slightly better. There is literally nothing to implement a cooldown on.
