I believe that it’s there to show that humanity is really struggling to fight, and it’s really easy to lose hope. Perhaps this happened after a cutscene, but before a level. Since it doesn't have a Live account attached to it, you won't be connected to Xbox Live. From there, just press 'Connect to Xbox Live,' then sign in with your regular Gamertag.
