The tower NPCs are not sophisticated
It’s not just because they say the same stupid things over and over.
It’s also because they randomly say things to no one. It’s like Oblivion was released after this game.
“Listen up good people of the city!”

The man will talk to the woman, then run sideways until he hits a wall, kneel down and stare at said wall, than run backwards until he almost hits the woman, than continue talking to her. He repeats this process over and over again. I hope they never fix this.

It was something around the lines of: First NPC: “They shut down the feed right before they were going to say who won.” Second NPC: “The Future War Cult , they are behind everything.”
