They won't return primaries with burns, because these are the only weapons people will be using once they acquired them. But I do agree that the loot system is not great. We pretty much only care about maximum light level gear. I am afraid we have to play King's Fall until the end of time before we have everything at 320. I understand that Bungie see's the light level more as an enabler to do certain activities. There is no point in striving for max level in their minds. But for most of us the game feels unfinished before we made it to the top. The character level of 40 or any character level became meaningless. Everyone is level 40, big deal.
