Maybe if you had to use 20 motes of light to increase it's level to "raid gear satus"

20 is too low. I've already had multiple people complaining saying "the raid is so hard, I want to feel rewarded getting raid gear." So I'd say something along the lines of 50 motes to get from legendary to raid status. You keep your gear for the long haul and it levels up with you.
