How do you get exotic bounties? Just do a lot of different bounties?

Its unclear exactly how it works at this time. However you only get them when u turn in regular bounties. Speculation at this time is that if you turn in a few vanguard bounties , and by doing so level up vanguard rank ( past rank 3) that u will recieve one. This is not confirmed yet.
