I don't know if the issue has been resolved but has everybody tried just going to the special delivery girl behind the postmaster? I was having the same issue where I should have gotten at least two emblems but no matter how long I waited, I wasn't getting a notification of a special delivery. I had assumed I would be receiving it through the post master but when I checked the special deliveries vendor, my shield of heroes and pathfinder emblems were just sitting there. I never received a notification so I don't know how long I've had the emblems. For all I know they could been there since day one
