Isn't it just one mod that keeps repeating that phrase about the law btw? BNGHelp3? Is it a bot? Probably just generated response triggered by certain words. No idea why is it stuck on repeat tho. So peculiar...
Thanks for the informative post OP, I seriously wonder if we ever get clear answer from Bungie at this point.

BNGHelp accounts are Bungie Staff Mentor and Ninja Tags are community volunteers. There are no bots, just copy paste legal approved messages and scripts.
