No Bungie never has and from what they say never will allow you to transfer save data from one account to another. Due to how certain players abuse any help Bungie provides if Bungie did allow data transfer it would be quickly used for nefarious reasons. Also are you trying to get D1 kit in D2 then you should know that only characters race, gender and face settings are transferred over if you qualified. No weapons, armour, ships or ghosts transfer from D1 to D2.
