According to a tweet of a bungie employe the drop rate goes up everyweek per account (not character).
All the way up until 100% for those that are unlucky.
1 of my clan members mentioned that the increase is 3% per week.

I can confirm I did see the link. However the percentage he posted was never shown. Just there is bad luck protection on EoT.

I got the 3% from a clan member who always has info like that. He could be wrong but he was right about stuff in the past so i believe him. But take it with a grain of salt i guess.
