I’m having the same thing thing on PS4, I’ve tried refreshing the console cache, confirmed that UPNP is on, reset the router repeatedly. Been using an Ethernet connection all along and never had any game break this badly.
This is almost certainly a Bungie rather than a local problem, none of my other games or devices are having any issues. But Destiny has been basically unplayable for the past couple of weeks.

You won't get any real help here. I'm in the same boat, constant network issues making it unplayable. I have a sneaking suspicion it has to do with how Bungie is implementing peer to peer hosting through Steam, but no way to know for sure. But I do know that this is the only game that gives me trouble.

Game is totally broken for me, and I’ve tried everything suggested, including changing the consoles DNS servers. Timing seems to coincide with the last server update on their side, was more or less ok most of the time before that.
