I know it lists that expansion 1 and 2 are not required to play shadowkeep but will forsaken be required to play shadowkeep? Thanks

Shadow keep is stand alone.

If i remember well CoO and warmind will become free in october with destiny new light launch, and the only paid dlc will ne forsaken, so yeah, you won't need forsaken to play shadowkeep

I dont have forsaken therefor i am level 30 in game, with shadowkeep will i be able to pass level 30 without owning forsaken?

I think yes? Everyone will be at 750 in new light and it's free to play, or you will be at level 30 and can go up to 750 power, i don't know
