This will never happen though.
Bungie will claim that some players might still want to use blue gear, and the true reason it will never happen is that they rely on the stimulation of your brain's reward centre.
Even though we auto dismantle 99.9% of the time, our brains still get a short little dopamine kick from a) seeing the blue engram, and b) later seeing all the "items" we've looted.
Bungie heavily relies on this psychological manipulation to keep people playing, so you better make your peace with it.

Dopamine stimulation is a real thing, but lets not get too conspiracy theory here. Some people do still want to use blue gear. There's two people on this very post that have said they have a specific weapon/etc that's blue. They also already did something similar to what I'm proposing in D1 with green engrams, and in D2 as well. At a certain point engrams phase out. Legendary engrams also drop frequently enough as is that those are a fine dopamine kick in the first place. Also, "heavily rely" is a little too much. I would say they utilize it, which is normal for a game, but they don't heavily rely on it so much as to not do this.

Then we simply disagree on what constitutes rely or heavily rely. I don't consider it normal for a game, only for a game made by greedy people.
