did bungie design that gun strictly for crucible? no they didn't, it's just a favoured weapon used, like many other weapons used in crucilble but are strongly favoured for all types of pve quests/missions etc. thats just a selfish assumption. you can use ANY weapon anywhere in Destiny!!
