They didn't buff all primaries. Autos were buffed to bring them closer to the TTK of most other weapons. The parthian shot archetype had fire rate buff to make it slightly more forgiving. Clever dragon had a decrease in fire rate to make it better match the damage it could produce which also brought its TTK closer to the rest of the weapons.

it just feels like the only primary that isnt going to be viable is the fastest firing pulse rifles

I think someone estimated that the decrease in their fire rate would only make a small change to their TTK, but it is probably something you will need to try out yourself to see how it feels.
