The weapons are so rare because there's only 2 that drop there currently. Archons forge legendary drops are: Legendary engrams Variety of class items AF class specific armour set Sniper and Fusion. Only the sniper and fusion are available to drop. Legendary drops are random from the entire loot pool and the weapons are greatly out numbered.
