The explosive rounds are doubling his damage thou, without them it wouldn't be a boss crusher

Explosive rounds don't make you double damage. They take a portion of your regular damage and spread it out over an AoE. They do make you do extra damage, but generally just around 3% in pve and 2% in pvp. It's good in pvp as it hits a person twice, effectively causing a double stagger.
