Idk why they care so much about the constantly cycling inconsistent garbage that is PVP. they will never just get it right. Too many constant changes to care about putting in the effort to be good at it or to care if anyone is good at it.

It's infinite replayability essentially. A lot less time and effort to tweak PvP vs spending a shit ton of time and effort on PvE Content that we're gonna burn through in less than a week.
