I'm working towards the 250 public events grimoire card (I know, no life here or signs of it due to monotonous grinding), and I've noticed that destinypublicevents.com is wrong constantly. I would have better luck just sitting in one location than following that site.
They say that a wall clock without batteries is right at least twice a day. I would argue that destinypublicevents.com would be incredibly lucky to be right twice a month.
Bungie must have adjusted the times of public events to be more random or made some sort of requirement for players in attendance, and once that's not met for an extended period of time, the event may just fire anyway after a timer expires.
All of the resources online are from September of 2014 and no one has commented on how outdated the info is at the moment.
I'm just saying that these events aren't guaranteed to occur at X:15 and X:45 anymore - that's all.
