Shoulder Charge should be a one hit kill.

3 RisposteI got kicked out of my Stormtrancer so many times last night by Penegrine Greaves haha! Seriously, if you want one shot shoulder charges, you can at the cost of an Exotic slot, which is a fair trade-off.
