Every activity grants them. Pop a fireteam medallion to increase your chances of better loot. -
Legendary engrams, public events, prime engrams. Pretty much everywhere.

It's a Tangled Shore weapon, so higher chance from Spider bounties that reward gear, but it drops from many sources.
