Not really, outlaw is ok, but with HC's its all about range and accuracy.

Maxing range at the expense of stability or reload speed is unnecessary because it's not going to make them any more viable against sniper or scout rifles in their wheelhouse. Hammer Forged has no downside and it's still in a very good spot. Outlaw is perfect for hand cannons since reload speed is often their weakest stat.
