People are missing the point. Yes it's level 3, but it also rolls with random stats. You could spend a lot of money and get tier 12 armor with the exact perks you wanted and then infuse all your current armor into it to have a perfect set. Trying to get a perfect tier 12 set with auto rifle reload and increasing auto rifle chest and rocket launcher boots may take forever!

It can never improve your light level or level... right when you start the game using one of the armors will put you lower than you are...

Not at all. It's just cosmetic gear at light level 3. Now if that gear was 330 or higher than that would be more like pay to win

You get armor with 3 defense, you still have to have the stuff to infuse into that armor

Hate to say no because microtransactions are a terrible buisness model and this armor is the next step towards pay to win but the 3 armor rating gives no payed advantage. Inorder to be relevent they had to have the higher light armor in the first place.
