It was the only one I was missing from that season and for the life of me, I cannot remember what was the req to get it.

That was the problem , it had no drop source or requirements Why 0 people had it

If I recall it supposed to be from one of the triumphs from Season of the Risen (Season 16) but it was either mislabeled or bugged. I gave up after a couple seasons on ever seeing that emblem, but have to give a bit of kudos to Bungie making it right and not even announcing it.
