They keep releasing catalysts for weapons that: No one uses or wants to use Trash weapons, several are still trash afterward Weapons still really new Or weapons strong enough they didn't need one And they keep passing over weapons that are either the exact opposites or weapons that would thematically fit with the season. I mean, look at Thorn. The Lumina quest was a perfect chance considering we found the original Thorn, the 30th Anniversary Thorn themed armor was another perfect chance among several. Or Wish Ender and 1K Voices. Season of the Lost, Last Wish reprisal to name a few. Oh, but they'll give a catalyst to a weapon like Lord of Wolves literally one season after it terrorized crucible for a month as if it was a burst fire sniper, or give one to Travelers Chosen when it was already in the top 3 best sidearms in the game even without its stacking buffs, then gave it Surplus later, and wait 17 seasons before finally giving a changed catalyst to Malfeasance.
