I have a unused hunter that that i ported from D1 thats ugly, I want to remake it. Would I be losing special like dialogue or such?

Veteran dialogue is tied to account not character

You can delete and re-create. I did it several, several times. Make sure you keep weapons and armor you want for that character in the vault. You have to do things over though, like story events, which is a drag, but it’s doable.

Just use the option to always keep your helmet on an put on some nice looking armor. The set you can get from Garden of Salvation is my favorite, its the best looking Hunter armor IMO

I honestly wouldn't delete a character because they are ugly, just keep your helmet on. I honestly can't even remember what any of my characters look like lol

I wanna say yes, but I’ve made several new characters and still got Veteran dialogue. The one that stands out as an indicator is the Scarlet Keep strike

Yes, you lose the veteran dialogue on that character. I speak from experience. Had the same issue with my huntress and my warlock.

The character has never even been opened in destiny 2 yet.

I would say yes. As you will have to complete the A Guardian Rises quest.
