Partial d-pad and director shortcut not working
In character screen, left on d-pad brings up the loadouts side menu, and right brings up mod customization screen, neither are working, while up and down on d-pad (cosmetics and new vault feature (awesome btw)) do work. This problem affects rahool’s “focused decoding” menus as well. Using these buttons to perform emotes works fine though.
Also, you can normally press the “pull out ghost” button in the character screen to quickly navigate to the director, this is not working and exits back to gameplay instead.

FYI if you hold down the Director button it finally comes up.. you will see an animation in the lower left like it is cycling up..

Until they fix it you can still access those screens by scrolling over to the icon and manually selecting it. It's slow but it works for now until they fix it, whenever that happens.

came here to report this same problems. I know they're not game braking but it gets annoying when you're in a hurry.

fairly sure its affecting any menu you could just use right and left dpad to navigate with. Lots of muscle memory issues atm

I am having this same issue too. (Xbox Series X) The loadout and mod customization hotkeys only work if you are hovering over something like weapons, armor, or anything that causes the controller cursor to "focus in". I sincerely hope this behavior is not intended.
