Please tell us, did you begin this quest with one character, then switch to an alternate and start it with them? If so, can you progress more on your alternate character, and see if this issue resolves itself? Please let us know if this helps. If the issue persists, then please provide screenshots or video footage demonstrating how the quest appears in your quest tab in-game, as well as illustrating you are unable to progress, if feasible. Once you have visuals, you can upload them to a site like Imgur or Youtube, and we'll investigate further.
