You'll have to wait a rallying time most likely. They haven't released the last few seasons exotics into the normal pool. I wouldn't expect them to release this one anytime soon (if ever, it may just be tied to this event).

Arbalest and Thunderlord were free event weapons and they were thrown into Xur's stash rather quickly. I'd be hard pressed to believe this gun won't follow suit. It also doesn't bother me because machine guns aren't really all that great to begin with regarding balance. So even if I do wait a little bit, I'm not losing any sleep. Weapon quests that required payment to obtain will naturally have longer wait times. Which is fair.
